REPORT OF BLUE BOOK COMMISSION

The Blue Book Commission met on 10 September 1992 and discussed means to achieve wider distribution of the 4th edition, whichwas published earlier in the year. It was decided to ask SIBMASmembers at the General Assembly to send names of prospective buyersto the publisher, CNRS, in Paris. Any serious errors in the publication(e.g., inaccurate telephone numbers) should also be brought tothe attention of the publisher, so that an errata sheet can be issued.

The 5th edition is planned for publication in 1994. The information gathered for the 4th edition will be edited and entered into a central data bank. A revised questionnaire will be developed for the 5th edition so that there will be less discursive text andmore symbols and abbreviations, which can be understood internationally.
In order to include more entries in less space, listings will be in English or French, but not both languages.

A subcommittee, the Blue Book Secretariat, will be established, with legal and financial authority to establish a budget, pursue funding, collect and edit questionnaires, and publish and distribute the Blue Book. Berlin is the logical place for the Secretariat, because the central data base will be located there. However, national and regional SIBMAS centers will be given responsibility for notifying Berlin of names and addresses of institutions in their areas which should be included, for sending out questionnaires (received in bulk from Berlin) to these proposed entries, and for collecting the answers (with follow-up requests if necessary) and forwarding them to Berlin. The database in Berlin will be kept up-to-date, with the eventual goal of on-line access through INTERNET or a similar system.

André Veinstein and Alfred Golding will continue as General Editors, but some of their burden will be removed by dividing functions among several other editors. Richard Buck was named Managing Editor, responsible for the over-all collection of data.
Paul Ulrich, Ruth Freydank and Roger Rennenberg will be Text Editors, in charge of editing and recording information in the data bank in Berlin. Dorothy Swerdlove will be the general Copy Editor for proof-reading English-language entries.
(A Copy Editor for French-language entries must still be designated.) It is also expected that the Assistant Editors in the various national and regional centers will look over the entries in their areas for obvious errors before sending the questionnaires back to Berlin.

Various funding sources were discussed, including private foundations (e.g., the Gulbenkian Foundation), the European Economic Community's Commission for International Cultural Affairs, and the National Endowment for the Humanities in the U.S.. The 2000 Swiss francs per annum earmarked for the Blue Book in the SIBMAS budget for the next 3 years will enable work on the 5th edition to begin and will also be helpful in securing matching grants. Professor Golding volunteered to work on this project, since he has had experience in writing successful grant proposals.

The Blue Book Commission is considering various publishers for the 5th edition. We are seeking a publisher with an international marketing mechanism in place, because this would be the most efficient means of distribution. If a soft-cover edition, possibly with a spiral binding, could be published at a cheap enough price to attract a large market, it would also enable the publisher to print (and sell!) a new edition every two years. The copyright for future editions of the Blue Book was discussed. CNRS holds the copyright for the 4th edition, which it published, but the 5th and succeeding editions will be based on information in the Berlin data bank.
