MINUTES OF THE GENERAL ASSEMBLY OF SIBMASon Wednesday, 7 September 1994 in the Bourla Theatre, Antwerp Documents et Témoignages des Arts du Spectacle: Pourquoi et Comment? / Collecting and Recording the Performing Arts: Why and How? Acta. Antwerp : 1995, pp. 119-121 The President Mrs Margaret Benton opened the meeting by expressing her sincere thanks to Mr Roger Rennenberg and his staff for a very enjoyable and extremely well organized congress. Mrs Benton also complimented Mr Rennenberg for coping remarkably well with last minute changes to arrangements with the unexpected coproduction in the theatre, the Liberation ceremonies and many other problems. Regrets had been received from professor Harald Zielske and Professor Alfred Golding. 1The minutes of the General Assembly in Lisbon 1992, published in the proceedings of the 19th international SIBMAS Congress (Lisboa 1994) were approved as a correct record. 2Reports The President began her report by stressing the importance of meeting up and sharing ideas with professionals involved in performing arts collections. To her it had been particularly useful to meet and hear from the experts on electronic documentation at the Bibliothèque Nationale and from the American Dance Coalition project. The President also mentioned the presentation made by Mrs Nicole Leclercq that demonstrated so well what a good sound in video recording could be. To sum up; significant research had been carried out all along the line and the joint discussions during the congress were most promising for the future. The President called attention to the demand for working groups to be formed that could continue the work of SIBMAS outside Congress. One group - on exhibitions - had already been established with Mrs Lisbeth Grandjean as Secretary. Being a voluntary organisation, it can often be difficult to make things work when the members are far apart but in spite of that, the President was happy to announce that a great deal had been achieved in the last two years: For instance the position of Membership Secretary and Treasurer had been combined to improve communications, there had been an agreement on the new directory to replace the Blue Book, considerable progress had been made in revising and updating the rules, guidelines will be written for new excom- and council members to make it easier for newcomers to know what will be expected of them, favourable changes had been made to the form of the Congress and last but not least Mrs Cécile Giteau has agreed to act as archivist for SIBMAS. None of these things, however, would have happened without those few people who had done most of the work; Roger Rennenberg who organized such a successful congress, Secretary General Barbro Stribolt who, sadly, will be stepping down, Georg Geldner, the new and very efficient Treasurer and Membership Secretary, Eric Alexander and Liliana Alexandrescu for their work on the Bulletin, and the team working on the directory, particularly Paul Ulrich who had done a superb job in creating the database. The President ended her report by asking the delegates to join her in thanking all those who had contributed in making the SIBMAS work and the Congress a great success. b. Membership Secretary and Treasurer Mr Georg Geldner gave information on the financial development of SIBMAS since the Lisbon Congress in 1992. He presented the financial report of 1992 and 1993 together with audit reports and budgets concerning the years 1995, 1996 and 1997. These reports were approved unanimously and are attached in Annexe 1: Situation de la Trésorerie de la SIBMAS. Mr Geldner also commented on various problems that he faced after taking up the task of being both Membership Secretary and Treasurer. To adjust the somewhat confused situation Mr Geldner would appreciate one member of a national center to be chosen as sub-treasurer and that only this same person should be responsible for collecting the centers's membership fees. The sub-treasurer also immediately ought to be informed of changes concerning the memberships within a center. In the future the procedure of collecting the fees would be easier thanks to a new software-program. The computer also makes it easier to run an updated membership list/mailing list. Moreover, the Treasurer looked forward to a dissolution of National Centers; in his opinion membership should be uniform. 3Budgets 1995-1996 Raised postal costs and above all the demand from the SIBMAS/FIRT Bulletin of increased economic contribution made it indispensable to raise the subscriptions to keep the budget in balance. It was decided that the fee for all regular members should be Sfr 40.- (plus conversion charges) and Sfr 30.- (plus conversion charges) for associate members. Willem Rodenhuis and Oscar Pausch stressed the crucial importance of the Bulletin and Liliana Alexandrescu emphazised that the cost for the publication, as a matter of fact, is low thanks to the voluntary work that is done on the editorial level. 4Commissions b. PADOC 1 The necessity of exchanging computerized information 2 How to proceed with digital image processing Mrs Giteau's report is attached in Annexe 3: Compte-rendu de la Commission PADOC. 5Elections 1994 The following candidates proposed by the Excom of SIBMAS for the
period 1994-1996 were elected: Nomination of three candidates to fill vacancies on the Council had been submitted to the General Secretary in time (i.e. 24 hours before the date and time of the G A) and Francka Slivnic, Slovenia (proposed by Paul Ulrich, seconded by Georg Geldner), Kazuko Kuniyoshi, Japan (proposed by Paul Ulrich, seconded by Richard Buck), and Maria Teresa Iovinelli, Italy (proposed by Roswitha Flatz, seconded by Dorothy Swerdlove) were elected members. The recent elected member of Council, Jeanne T Newlin, accepted to replace Barbro Stribolt as General Secretary. Newlin's nomination as General Secretary (proposed by the President and seconded by Cécile Giteau) was accepted unanimously and is consequently ratified by the G A. Oscar Pausch recommended for the future, also to elect a Vice General Secretary and a Vice Membership secretary. Roger Rennenberg moved that the act of seconding a candidate should be omitted; it is enough with the proposal by an accredited member and, of course, with the consent of the candidate. 6Congresses 1996 and 1998 It was agreed that the next Congress is to take place in Helsinki 1 - 6 September 1996. Hanna Leena Helavouri, Director of the Theatre Museum in Helsinki will take on the heavy task of host and organizer. On her suggestion the theme was decided to be "Changing Winds". The theme offers a new approach to matters of concern among SIBMAS members, such as public access, editing, marketing, exhibiting etc. With reference to the Congress of 1998 the President could report that the Theatre Museum in London had been asked by FIRT and the Society of Theatre Research whether it would hold the 1998 SIBMAS Congress following immediately on from the FIRT Congress in Canterbury. The Theatre Museum is willing to take on this task, but would be equally pleased to see the 1998 Congress in an other country. An option for the 22nd SIBMAS Congress in 1998 is Barcelona and when asked Mrs Monserrat Alvarez-Masso would probably, in cooperation with her institution, be able to act as host. 7Proposal for amendments of the rules A subcommittee had been updating and revising the rules. The draft proposals sent out to delegates had been discussed in the Council meeting prior to the Congress, and were heavily modified. The Council wished SIBMAS to continue to have two official languages - French and English. The Council proposed, however, to abolish national centers. Further refining of the rules will take place, and a draft sent out to members two months before the next Congress in 1996. Until then the existing system will remain. Dorothy Swerdlove reported on the work in THE SUBCOMMITTEE ON SIBMAS RULES REVISION. Her Report is attached in Annexe 4: Report of the subcommittee on SIBMAS rules revision. 8Date of next meeting Next meeting of the General Assembly will take place in Helsinki in September 1996 in connection with the 21st International SIBMAS Congress. The President closed the Congress by expressing her gratitude to Roger Rennenberg and his staff, to the interpreters and to the theatre technicians for all their hard work. The President also expressed her thanks to the delegates for their partaking, and Excom- and Council members for their dedicated work.
